Notice of agreement between MHB & HUD

SUBJECT: NOTICE OF AGREEMENT BETWEEN THE MOBILE HOUSING BOARD AND THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT

This notice is posted in conformance with the U.S. Department of Housing and Urban Development’s (HUD) requirement that all employees and contractors be notified of the Voluntary Compliance Agreement that Mobile Housing Board entered with HUD on December 17, 2018.

On December 17, 2018, the U. S. Department of Housing and Urban Development (HUD), Office of Fair Housing and Equal Opportunity (FHEO), entered into a Voluntary Compliance Agreement (VCA) with the Mobile Housing Board (MHB) after a determination was made that the MHB was in noncompliance with the statutory and regulatory requirements of Section 504, ADA, and Section 3.

Mobile Housing Board employees are required to follow all provisions outlined in the Voluntary Compliance Agreement and adhere to all Fair Housing, 504, and ADA requirements. If applicable this compliance includes any reporting and record keeping. Failure to comply with the Voluntary Compliance Agreement and Mobile Housing Board Fair Housing and Reasonable Accommodation policies and procedures could result in disciplinary action up to and including termination of employment.

Housing Choice Voucher Program

 

The Mobile Housing Board’s Housing Choice Voucher Program provides rental assistance to low-moderate income families. A program participant selects a unit (single-family home, apartment, mobile home, etc.) from a landlord to rent in the private market.

HCV Program Advantages

  • MHB HCV conducts a basic background check for participant program eligibility. Landlords are responsible for creating their own selection criteria.
  • MHB HCV conducts an initial property inspection once all documents are completed by landlord and participant.
  • MHB HCV portion of rent is sent directly to landlord via direct deposit.
  • Program participants have a safety net if they experience a loss of income.

  • Receive important information from our office

Grant Retires After 47 Years of Service

Long-time Mobile Housing Board employee Wayman R.F. Grant, Jr. retired from Mobile Housing Board, effective August 18, 2017, after working for the public housing authority for 47 years.

Grant retired as Tenant & Community Services Officer of MHB, a position he held since 1990. He joined the agency in 1969, initially as Coordinator of Youth Sports Activities and later that year as a social worker. He earned a Bachelor’s Degree in Sociology from Tuskegee Institute after graduating from Central High School in Mobile.

photo of Wayman GrantGrant also served MHB as a Housing Manager during his tenure with the agency, achieving the rank of Housing Manager III. He served as Housing Manager of Gulf Village Homes in Prichard and Josephine Allen Homes in the Happy Hill Community.

As Tenant & Community Services Officer, he managed MHB’s Community Services Department, which provides enrichment, recreational and lifestyle activities for children and adults who reside in MHB’s affordable housing communities. He worked closely with the Resident Associations in these communities and the jurisdiction-wide Residents Council.

Mr. Grant also worked closely with organizations that provide programs and activities for families, including Boys & Girls Clubs of South Alabama and Senior Citizens Services, doing business as Via Health & Fitness Center.

Mr. Grant was instrumental in starting the Summer Work Employment Experience Training Program called SWEET-P, the BayBears Rookie League, Marching Gators Youth Band, Voter Empowerment Program, Volunteer Awards Program for residents, Public Housing Drug Prevention, Interdiction and Elimination Program, and other key programs and initiatives.

He was named MHB Employee of the Year in 2008 in recognition of his outstanding contributions to families and to the agency.

Smoke Free Housing Policy

The Department of Housing and Urban Development (HUD) has implemented a Rule that requires each Public Housing Authority administering public housing to implement a smoke-free policy. Specifically the Rule requires each Public Housing Authority to implement a policy prohibiting lit tobacco products and all smoking in any interior common areas, including but not limited to community rooms, community bathrooms, lobbies, reception areas, hallways, laundry rooms, electrical rooms and closets, storage units or rooms, stairways, offices, elevators and within all living units in public housing, and Public Housing Authority administration office buildings and vehicles (in brief, a smoke-free policy for all public housing indoor areas). The Mobile Housing Board is also prohibiting electronic nicotine delivery systems (ENDS) and is including it in this policy’s definition of Smoking. This policy extends to all outdoor areas up to twenty-five (25) feet from housing (doors/entrances, windows and porches) and administrative office buildings and maintenance facilities.
