Note: Due to health and safety concerns and to alleviate tenants living in isolation, MHA in consultation with the HUD Birmingham Field Office, is taking the extraordinary step of offering compliant tenants’ temporary relocation housing units. Compliant tenants who HAVE NOT BEEN OFFERED a TEMPORARY RELOCATION or PERMANENT housing unit will NOT BE EVICTED on 12/31/23. Instead, MHA caseworkers will continue working with them until a temporary or permanent housing unit is located. Tenants moving to a temporary relocation unit WILL CONTINUE RECEIVING assistance from MHA caseworkers to locate permanent housing where they will utilize their Tenant Protection Voucher (TPV). Moving expenses to a temporary relocation housing unit will be paid by MHA.

"A Conversation with HUD on Best Practices for Achieving Optimal Occupancy"


The Mobile Housing Authority has been identified as one of the high-performance Public Housing Agencies nationwide that achieved optimal occupancy during the first three-quarters of FY23. As a result, Chief Asset Officer Casey Dickinson and I participated on a one-hour call with the Office of Public Housing Management and Occupancy Division (PHMOD) to highlight the various strategies MHA implemented to achieve and/or exceed HUD’s occupancy goal of 95.5 percent.  The discussion titled, “A Conversation with HUD on Best Practices for Achieving Optimal Occupancy,” will be featured in HUD’s national magazine during the second quarter of 2024.
 
Considering the agency was essentially on life support just 48 months ago, being spotlighted by HUD a second time as an agency on the rise is a miracle indeed.  MHA’s ascension is inextricably linked to the staunch support received from the Board of Commissioners, the Birmingham Field Office, and the team of highly skilled professionals it assembled to work alongside its personnel to ensure the agency achieved operational, financial, and compliance excellence despite repositioning its LIPH portfolio.

The Mobile Housing Authority (MHA) will conduct a Public Hearing to obtain comments on its
proposed 2024 Annual PHA Plan. The Public Hearing will be held electronically. Residents and

- New Admissions and Current Participants in Good Standing with HCV Program Rules and Requirements
- Have a good Rental History. 
- First-time Homebuyer per HUD Guidelines
- Demonstrate a Stable Work History for the Past 2 Years
- Meet the Minimum Annual Income Requirement
- Provide Evidence of Family Resources for Down Payment 
- Provide MHA Proof of Housing Counseling Program Completion

HOPE REQUIREMENTS:
- MUST Obtain Approval from MHA
- Minimum Credit Score of 580 
- First-time Homebuyer per HUD Guidelines
- Demonstrate Ability to Maintain & Upkeep Property
- Complete 10-Hour HoPE Homebuyer Education Course with Consumer Credit Counseling Services Referral Required 
- Provide 1% of Home Sales Price Prior to Construction
